Housing Choice Voucher Program (Section 8) - Colorado

Overview

Section 8, officially called the Housing Choice Voucher (HCV) Program, is a federal rental assistance program managed locally by the Colorado Division of Housing (DOLA) and individual Public Housing Authorities (PHAs) throughout the state. It helps qualifying renters pay a portion of their monthly rent so they can access safe housing in the private market.

How It Works

  • Eligible tenants receive a voucher that covers the gap between 30% of their adjusted income and the Fair Market Rent for their area
  • Tenants choose their own housing in the private market (must meet HUD quality standards)
  • The PHA pays the landlord directly for the subsidy portion

Eligibility

  • Must be low-income (generally below 50% of Area Median Income; some PHAs prioritize extremely low-income at 30% AMI)
  • Elderly, disabled, and families with children often receive priority
  • Must be a U.S. citizen or eligible immigrant
  • Subject to background checks

Denver Housing Authority (DHA) Status

As of February 2026, Denver's Section 8 waitlist is CLOSED. DHA is not accepting applications and the waitlist is not scheduled to open soon.

  • DHA uses an annual online interest lottery system (not a traditional waitlist)
  • Entries do not carry over year to year; you must re-register each year
  • Selected applicants are mailed an HCV housing application to complete with verification documents

Statewide Status

As of March 2026, Colorado has approximately 3 open Section 8 waiting lists statewide (outside Denver). Check affordablehousingonline.com for current openings.
